grams you mean hobo joe. i got it. but here is the thing: back in 2011 congressman paul ryan was pretty specific about how he defined taker. according to the tax foundation between 60% and 70% of americans get more benefits from the federal government than they pay back in taxes. we're getting to a society where we have a net majority of takers versus makers. >> jon: you are defining taker as as 70% of society. that's (bleep) takers. imagine how high that percentage would be if he included social security and medicare recipients on the taker list. you don't have to imagine it because it wouldn't be higher because it includes it on the taker list, social security and medicare according to the tax foundation report sighted by a paul reya, sorry ryan. if you don't include social security and medicare on the takers list you can't get to romney's more generous 47% taker to maker ratio. if takers were just welfare recipients it was 2%. i have to tell you nobody ever won an election demonizing such a small percentage of americans. well, hardly anyone. 's your thoughts on this? we've seen paul ryan, marco rubio extend a hand to president obama so to speak and suggest they are ready to talk about immigration reform. what's the biggest hurdle here? >> well, i think the biggest hurdle in the end is going to be politics, of course, but the issue of citizenship. what marco rubio outlined this week and last weekend is very close to what president obama talked about in 2011. and so i think that will provide some cover for other republicans. when you've got someone like marco rubio, a rising star in the party, paul ryan, saying we're ready to do a deal here, but the devil is in the details as they always say. democrats feel very emboldened on this issue, and they're going to sort of, you know, swing for the fences. they want full legal status, including citizenship for undocumented immigrants and it's not clear how far republicans will go to do that. >> scott, it is clear that they're listening because senator rubio had before only supported very small steps in the immigration reform debate, a series of small bills. he did not want a big sweep

. where else do you see paul ryan mingling with jay-z and beyonce who belted out the national anthem. >> the ceremony was over there was a stream of pomp and circumstance waiting. >> from signing papers to officially nominate the new cabinet to lunch with congressional leaders. then, of course, the parade. the first family could make the way back to the white house in that grand bulletproof review stand. yet all of that could wait because leaving the west front of the capitol, the president went off script to take in the vista of the national mall. mr. obama seemed to be taking in the moment. overheard saying he would never quite see this view again. as the president is set to sell the agenda in the "state of the union" next month, it is worth noting that gallop is out -- gallup is out with approval rating for the third term and the third worst number since world war ii. only better than carter and ford. worth noting after the president it was reagan and clinton. two guys who had troubles in the second terms but also got a lot done. >> bret: all right, ed. the band behind you, the pe

's vice presidential nominee-- paul ryan. >> here's the point, we have a law, it's called the budget act, it requires that congress passes a budget by april 15. all we're saying is, "congress, follow the law, do your work, budget. and the reason for this extension is so we can have the debate we need to have." >> ifill: as added incentive, the house bill says, if there is no budget, then lawmakers won't get paid. after it passed today by a bipartisan vote of 285 to 144, speaker boehner said he's optimistic that will happen. >> if both chambers have a budget. democrat budget from the senate, republican from the house now you've got competing visions, for how we address this problem. out of those competing visions, we're going to find some common ground. >> ifill: but house minority leader nancy pelosi said linking the budget to congressional pay was a ploy, and 11 house democrats ended up opposing it. >> this linkage is a gimmick, is a joke. it's not right. it's designed to put people on the spot and say either you get don't get paid and in order to get paid, for member of congress to get

the handwriting on the wall. when you look at these bipartisan votes, you have paul ryan voting for higher taxes. you have both ryan and rubio voting for immigration reform now. and i think you're going to see enough votes in the center to raise the debt ceiling without any kind of -- chris: are they jumping shark on this? >> i think so. i think the public is certainly sick of it. and i also think the business community doesn't want to hear anything about shutting down the government. chris: you're the expert. i real me mean this. people advise me on making financial decisions. they think the economy looks pretty good. don't mess it up. >> it does look pretty good, as best we can tell. the one thing to remember is it's not just the debt ceiling. it's these automatic cuts that are scheduled to take place march 16789 the debt ceiling isn't their only opportunity to try to get the president to agree to cuts. there are looming deadlines. so i think the republicans will get obama to agree to some cuts, even if we don't have a really economically damaging showdown. chris: how are we going to deal to e

everything hostage. i saw paul ryan wins and say he is not going to use that word. >> the nonprofit that was launched today, organizing for action, i spoke with jim messina, a few minutes ago about it. it plans to bring the president's second term agenda forward. what can you tell me about the president's plan to take his goods agenda on the road campaign style? >> reporter: well, i can tell you, craig that, according to senior administration officials the president and vice president will be hitting the road in the days and weeks after the inauguration to sell their proposal for stiffer gun laws and gun safety package. it's a strategy they feel has been successful in the past. they used it during the fiscal cliff fight, the student loan debate and they feel it's a way to rally the american public on their side and to pressure congress to act. it has been successful in the past, will it be in this instance? of course, that is a big question mark. this is a very controversial issue. but the polls show that the president has the majority of america on his side. the wall street journal
